“I thought they were supposed to be helping me”

Think again. They are there to help the person or organization who has hired them. This is an adversarial system where cases are contested, because somebody, long before you ever got hurt, figured out a way to pay you less. Employers hire case managers and vocational counselors who will save them money. The way they save money is to not pay it to you. If you don’t stand up for your rights then you will get what they give you.
